2011 Legislative Session, Jan. 12—May 11, 2011
¨ HB 1054 – Would have increased efficiency by requiring RTD to contract at least 50% of its vehicular service with the private sector.  Lost in the House. This bill would have allowed RTD to create more private jobs and keep the State jobs they have.
 
¨ HB 1121 – Disqualifies those convicted of certain felonies, such as child abuse and
unlawful sexual behavior, from being employed in Colorado’s public schools. Signed by the governor.
 
¨ HB 1176 – Ensures safe and direct transport of crude oil by authorizing the state patrol to exempt crude oil transportation from the routes previously designated as hazardous.  Signed by the Governor.
 
¨ HB 1185 – Protects consumer property rights by requiring a lien holder to release a lien or mortgage within 15 days of payment by the consumer.  Signed by the Governor.
 
¨ SB 070 – Adds disability service professionals as members on the Special Education
Advisory Committee and requires the committee to consider ways to help people with
disabilities by assisting them with a directional plan for their college education. Lost in the House.
 
¨ SB 266 – Requires criminal background checks for persons contracted to provide direct
services to students at a school (i.e. transportation, instruction, or food services).  Signed by the Governor.
 
¨ HJR 1013 – Recognizes 2011 as the City of Westminster’s centennial and congratulates the city as it embarks on its next 100 years of history. Signed by the President of the Senate and the Speaker of the House.
